Mental health experts are helping the Abbott government establish the agenda for a review of prevention and treatment services.

About 80 mental health representatives are in Canberra for a forum on Thursday and will meet with Health Minister Peter Dutton.

Mental Health Council of Australia Chief Executive Frank Quinlan said they were keen to discuss the terms of reference for the upcoming review.

He said he hoped the review would lead to a substantial national plan and overcome "some of the inertia seen in mental health over the past few decades".

Thursday is World Mental Health Day.

Mr Dutton told reporters in Canberra he had not set a time frame for the review, which will be undertaken by the National Mental Health Commission.

Mr Quinlan said the review must balance short-term urgent action and long-term investment goals.
