Paterson MP Bob Baldwin has failed in his bid to secure a front bench position but has instead secured a parliamentary secretary role.

Prior to the election Mr Baldwin was confident he would become the new Regional Development and Tourism Minister, saying he had been promised a role on Tony Abbott's first front bench.

"Tony Abbott's already announced to the industry that I will be their Minister for Tourism, should we form Government," he said.

"I look forward very keenly to serving the tourism industry providing greater accessibility and a greater concentration from a Government perspective."

But tourism has been excluded from the first Abbott Ministry and Warren Truss has picked up regional development.

Mr Baldwin did not even make the outer ministry but has instead secured the job as parliamentary secretary to the Minister for Industry.
