More questions are being raised about the design of the East West Link tunnel project and the impact on residents in Melbourne's inner-north.

Premier Denis Napthine was talking up the project during a visit to the VicRoads traffic control centre today.

Dr Napthine says the peak hour is getting longer and people are spending more time stuck in traffic.

"This (East West Link) will decongest Melbourne. This will improve productivity," he said.

"Eighty to one hundred thousand vehicles per day will use East West Link stage 1.

"That is a significant volume of traffic and that will help reduce congestion at those two congestion hot spots."

Dr Napthine says it is estimated the cost of congestion will rise from $5 billion in 2021 to $7.2 billion in 2031 if nothing is done.

"This congestion is costly, it is disruptive, it is frustrating. And we need to take action to deal with this congestion not only on the Eastern Freeway but right across Melbourne," he said.

Hundreds of homes and businesses stand to be compulsorily acquired in Collingwood to make way for the tunnel.

Now reports are emerging of planned exit ramps into North Melbourne and Kensington.

The Linking Melbourne Authority has moved to allay those concerns, saying residents in those areas have received letters, but the ramps are part of the second stage of the project and will not be made for years.

Meanwhile, the Victorian Greens Leader Greg Barber has taken the Government to VCAT today in a bid to access unseen reports on its choice of route for the tunnel.

He says previous attempts to get the information through Freedom of Information laws have failed.

"The Government's hushed up this secret report into alternatives to the route, to the tunnel."

"The public has a right to know if the Government ever looked at alternative routes.

The case will go to a public hearing in November.
