Yet that's where President Obama finds himself just four months into his second term -- especially on the IRS.

And now comes word Obama's Justice Department secretly obtained phone records of Associated Press reporters as it probed a counterterrorism leak. Critics call this "chilling."

So is Obama suffering from the "second-term curse?" Like Ronald Reagan with the Iran-Contra scandal... or even Richard Nixon and Watergate ...or the many presidents whose second-term agendas simply fell flat.

Stephen Hess, who worked in the Eisenhower and Nixon White Houses, says a scandal at the IRS can be particularly damaging.

Meantime, Obama's agenda has hit a wall on gun control, and faces more gridlock on the budget. Now, he can look forward to ... more hearings.
