CHARLESTON, W. Va. (AP) — West Virginia would try a new approach to redeveloping old industrial sites through a measure approved by the House of Delegates.

The Senate will now consider the proposal from Gov. Earl Ray Tomblin following Tuesday's unanimous vote.

The governor wants to create a nonprofit corporation that would oversee so-called brownfield sites. These include former mines, closed landfills, underground storage tanks and other commercial and industrial properties.

Transferring such sites to the nonprofit would relieve the owner of property taxes, but not of responsibility for any pollution. The nonprofit would help arrange for any needed cleanup.

House Judiciary Chairman Tim Miley said the goal is converting these sites for some sort of new use. The Harrison County Democrat said that could help a county's property tax revenues and economy.
