Parents who allow 10-year-old children to shoot ducks are acting illegally and irresponsibly, a hunting lobby group says.
A 10-year-old boy accidentally shot a 71-year-old man in the leg on a farm at Yundool, near Benalla, on Saturday, the first day of the Victorian duck hunting season.
The man's injuries were not life-threatening. Police are investigating the incident.
In Victoria, children are not allowed to get a firearms licence until they are 12 years old and must be supervised by a fully-licensed adult hunter.
Field and Game Australia chief Rod Drew says his group does not condone letting young children use guns or breaking the state's other hunting laws.
"I think it's pretty irresponsible of that adult involved to have allowed that to happen," he told AAP.
Mr Drew said most hunters followed the law, with only a few people sending shooters into disrepute.
Coalition Against Duck Shooting campaign director Laurie Levy called for all children to be banned from participating in the hunting season.
"You can't drive a car until you're 18, you can't vote until your 18, but you can carry a powerful weapon when you're 12 years of age," he said.
"Teaching kids to inflict pain and suffering on animals, on beautiful native water birds, is a form of child abuse."
The anti-shooting group laid out dozens of dead birds, including the rare blue-billed duck, in front of Premier Denis Napthine's office on Monday.
Mr Levy says given the premier is a former vet, he should have some compassion and make this the last duck shooting season in Victoria.
"He would understand the suffering that these birds go through when pellets lodge in their bones or vital organs," he said.
Agriculture Minister Peter Walsh said there were very few breaches detected during compliance operations at the weekend.
Dr Napthine said duck hunting was well regulated and had a legitimate place in Victoria, including for supervised juniors.
"These rules are thorough and they take account of all of the aspects that need to be taken account of to make sure that our duck seasons are conducted appropriately," he said.
