The Opposition Leader has used his to claim the Liberals are the only party that can offer Tasmanians majority government.

Will Hodgman told Parliament business confidence and unemployment had worsened since the Labor-Green minority government took control of the state.

He warned voters that the parties would join forces again in a bid to retain power.

Mr Hodgman believes he is the only leader who can be trusted.

"I say to the Premier, if you want to make the next election one about trust, bring it on. One thing is crystal clear, the Labor-Green minority experiment has failed," he said.

Mr Hodgman did not use the speech to announce any new policies, instead reiterating his want to grow Tasmania's population, rein in Government spending and overhaul the public service.

"The foundations of the Liberals' plan are to provide strong and stable government, to get things done, make Tasmania an attractive place for investment, to create jobs by delivering certainty, cutting red and green tape, to get budget spending under control and to rebuild our essential public services."
