"It's a bold statement about the future of our health system - nothing is hidden," he said.
Health Minister Lawrence Springborg says the Government is repairing the damage of the failed payroll system, budget blowouts and declines in performance.
"This blueprint presents new ideas and a much stronger health partnership to defeat the troubles of the past," Mr Springborg said.
Health services will now be open to contestability, meaning private providers can tender for services.
The Government will also stop grant funding, unless it is for core clinical services.
It will also provide home-based healthcare for hospital patients and telephone consultation services for regional residents.
The plan also includes increased reporting of hospital performance, to be published in local newspapers.
The changes will also be outlined at a Liberal National Party fundraising lunch later today.
