The City of Perth says it is powerless to stop a light rail network being built through the CBD's outdoor malls, despite concerns it will "obliterate" the area.
The State Government has pledged $1.8 billion to create a line linking Mirrabooka and the city by the end of 2018.
Ms Scaffidi if the government goes ahead with the plan, the council will not be able to do anything about it.
"If it's a power game, local government will lose out sadly, and I think everybody would realise that's how it works," she said.
"But, it shouldn't come down to a power game, we are the citizens of the day who are looking for the right outcome that's going to serve the citizens of the future."
Ms Scaffidi says the the community deserves to know what parts of the city will be affected by the network.
"It's time for them to tell the people of Perth whose city this is," she said.
"And. I think for them to put one line in either mall would completely obliterate the amenity that we are now proudly speaking of."
