STORYLINE:

FOLLOWING AN EXHAUSTIVE INVESTIGATION, OHIO'S ATTORNEY GENERAL IS CRITICIZING THE CLEVELAND POLICE DEPARTMENT FOR A POLICE CHASE LAST NOVEMBER THAT ENDED WITH 13 OFFICERS FIRING NEARLY 140 ROUNDS -- AND KILLING TWO PEOPLE WHO WERE APPARENTLY UNARMED.

AT A PRESS CONFERENCE, MIKE DEWINE (duh-WINE) DECRIED POLICE LEADERSHIP AND COMMUNICATIONS DURING THE INCIDENT -- SAYING "IT WAS A TOTAL LACK OF CONTROL."

HIS REPORT DIDN'T BLAME ANY PARTICULAR OFFICER -- BUT SAID "SYSTEMIC FAILURES" LED TO THE ESCALATION OF THE CHASE -- AND THE FATAL SHOOTINGS OF THE DRIVER -- TIMOTHY RUSSELL -- AND PASSENGER --- MALISSA WILLIAMS.

DOZENS OF SQUAD CARS FROM MULTIPLE JURISDICTIONS BECAME INVOLVED IN THE CHASE AFTER SOME OFFICERS THOUGHT SOMEONE FROM THE VEHICLE FIRED SHOTS.

BUT NO GUN WAS EVER FOUND.

DEWINE SAID ONCE THE CHASE BEGAN, THE OFFICERS GOT LITTLE DIRECTION -- AND NO PERMISSION FROM SUPERVISORS TO JOIN IT.

AT THE END, THERE WERE OFFICERS ON BOTH SIDES OF THE SUSPECT'S CAR -- AND THEY OPENED FIRE.

MANY OF THEM LATER TOLD INVESTIGATORS HAD THEM FEARING FOR THEIR LIVES.
