AUTHORITIES SAY THE ARRESTS ARE PART OF THE INVESTIGATION ... BUT THAT THOSE IN CUSTODY WILL NOT BE HELD INDEFINITELY.

THIS FRIEND OF A VICTIM SAYS "We can't believe this. This is something that has left its mark on the city and will leave its mark for a long time to come. It's an enormous tragedy, very big."

FIRES LIKE THIS HAVE HAPPENED BEFORE ... IN 2003, A NIGHTCLUB FIRE IN RHODE ISLAND KILLED 100 PEOPLE. TODD KING WAS THERE AND SURVIVED.

SOUNDBITE (audio only): I was only a few feet away from that stage in Rhode Island and how fast that went up I can't imagine having three or four times the people that they had in that area and the stampeding and everything else. It's really heartbreaking.

AUTHORITIES IN BRAZIL SAY THE CLUB APPEARED TO ONLY HAVE ONE EXIT ... WITH SECURITY GUARDS BRIEFLY PREVENTING PARTYGOERS FROM LEAVING. MOST OF THOSE WHO DIED PERISHED FROM BREATHING POISONOUS GASES ... NOT FLAMES.
