Fines for litterbugs will be doubled as part of a State Government crackdown on rubbish.

An anti-litter campaign will run until March with the aim of cleaning up Victorian beaches, roadsides and streets.

The penalty for throwing a lit cigarette butt will rise to $564, while dropping rubbish will cost $280.

Authorities will also use CCTV to track down those dumping rubbish at charity bins.

The Environment Minister, Ryan Smith, says cleaning up rubbish is costly.

"The problem costs Victorians around $78 million a year through local government and State Government cleanups," he said.

"It's very important that we alleviate this cost and it's important to crack down on these people."
